Call to Order
Dennis Bender
called the meeting to order at 6:30 p.m.
Board Members
present were Dennis Bender, Sharon Palm, Debbie Olszowka, Mitch Lippert, Terri
Wong and Burt Young. George Hulsize was absent with notice. Debi Perkins
represented Towne Properties. Tony Wilson and Bob Wilson represented Brickman. Dave Burling represented the Landscape
Committee. Two homeowners were also
present.
Landscape
Committee Report - Tony Wilson gave the report. The committee met to
discuss their projects for the upcoming year. The committee would like to focus
on projects throughout the Beckett Ridge community rather than individual
entryways along the Boulevard. They want to assign a cost to each proposed
project to determine which projects will fit into the 2009 budget and then
determine a schedule for implementing each project.
Brickman
-Tony Wilson gave the report. He reviewed with the Board the monthly landscape
management schedule. He submitted two proposals to the Board. Both were for
reseeding common areas - one on Crossbridge and the second on Rupp Farm. The
Board approved both. Work will begin as soon as the weather permits.
Minutes Approved
The Minutes of the previous Board of Trustees
meeting held January 20, 2009 were approved with no changes.
Managers Report
The Board
reviewed the current Management Report and Debi responded to questions.
Financial
The Board reviewed and approved the current cash
statement and delinquent status report. The 2009 assessment was due January 31,
2009. As of February 10, 2009 the delinquency amount was $74,302.11.
Architectural Review
The Board reviewed one application, which was

he owner will be notified of the Board's decision.
Old Business
A. Village Centers - The playground committee
met on February 16th to review the submitted bids for the new equipment at VC1.
Four bids were solicited; three vendors submitted bids. The committee
recommended to the Board the bid from Snider & Associates. Their proposal
included removal and disposal of the old equipment, and installation of the new
play equipment that will include climbing apparatus, slides, two sets of swings
(infant and older), two benches, one picnic table and one trash receptacle. The
footprint of the play area will remain the same though it may be shifted
slightly depending on what is found underneath the existing equipment. Instead
of rubberized mulch, the surface will be covered with 12" of compacted
wood fiber over a weed barrier. The board voted to accept the proposal in the
amount of $32,894.00. The Association will pay a 50% deposit with the balance
paid upon satisfactory installation. Brickman also submitted a proposal for
reseeding the grass areas adjacent to the playground. The work will be done
after the new equipment is installed. The Board agreed to the proposal.
B. Common Area Restrictions
- update from Jim Matre, Association attorney - Mr. Matre has been in touch
with the legal counsel representing the owners who installed a fence on Beckett
Ridge common area. He will update the Board as soon as possible as to what the
owners plan to do about the fence.
C. Drainage Inspection - Several Beckett
Ridge owners have notified Towne of concerns with drains on or near their
property. The Board agreed to the following procedure: Towne will notify
Brickman of the complaint; Brickman will investigate and determine if the
problem is a blocked drain (dirt, debris, etc.) or a non-functioning drain. If
the drain appears to be non-functioning, it will be reported to Board members
Burt Young and Debbie Olszowka, who are heading up the drainage committee who
will work with the engineer on a solution and cost.
D. Extension of Boulevard walking path -
Dennis Bender updated the Board. He attended a meeting with representatives
from Beckett Station, Pointe at Beckett, West Chester Township and Lakota
Schools. The group plans to submit a
request for grant money from, The National Center for Safe Routes to School, to
help with the project. Preliminary costs are estimated to be $39,000, which
does not include any surveying or engineering costs. The group will meet again as necessary as
more information is forthcoming.
New Business
A. Saratoga Farms - Steve
Mullin who lives in Saratoga Farms addressed the Board. He shared with the
Board photographs showing his concerns with items at VC4 which is the
playground located at Saratoga Farms, cracked curbs, damaged sidewalks and the
entrances to the neighborhood. He is concerned that the 135 owners who pay
their annual assessment to Beckett Ridge are not getting their money's worth.
The Board told Mr. Mullin that the Association does not maintain the roads or
sidewalks. New lighting was installed at the entrances two years ago. A request
was recently made by another Saratoga Farms owner about painting the fences at
the entrances and the Board will solicit bids for the project. The playground
equipment is in relatively good condition. The Board suggested that some of the
owners who live in Saratoga Farms get involved with one of the committees or
run for the Board so they have a better understanding of how the Board decides
to pursue projects, which are based on need and not on neighborhood.
B. 2009 Annual Meeting Agenda
- the Board planned the meeting agenda for the annual owners meeting which will
be held on Tuesday, March 17th at 7:30 p.m.
C. 2009 Assessment Delinquencies - the Board
discussed the delinquency amount for 2009 and the addition of the February late
fees.
D. Other - cleanup of common areas - the
Board discussed the amount of trash that has been deposited in the common
areas. Some of the trash has blown in but, Beckett Ridge owners have deposited
some of it especially in areas that back up to homeowner lots. With spring
right around the corner, the Board wants to clean up these areas as much as
possible before the trees and shrubs leaf out. It would be great if a
neighborhood cleanup campaign could be put into place so that the Association
would not have to pay someone to clean up these areas. Or possibly this project
could be a service project for a Beckett Ridge scout troop or school group.
Unfortunately, time is short so the Board authorized the expenditure of $2,500
to have the common areas policed within the next 30 days. Towne will make the
arrangements.

There being no
further business to come before the Board, the meeting was adjourned at 9:15
p.m.
Next Meeting
The next Board of Trustees Meeting will be held on Tuesday,
March 17, 2009 at 6:30 p.m. at Tri-County Baptist Church.
