Beckett Ridge HOA Board Meeting

May 18, 2010, 6:30 p.m. at Tri County Baptist Church

Meeting Minutes

Call to Order

Dennis Bender called the meeting to order at 6:30 p.m.


 


Board Members present were Dennis Bender, Dave Burling, George Hulsizer, Debbie Olszowka, Sharon Palm, Terri McGill-Wong and Burt Young. Representatives from Towne Properties and Brickman were also in attendance.


Homeowner Requests/Concerns – Debbie Stacy requested the Board allow her to keep the shed she had recently installed on her lot. She acknowledged receipt of the letter from the Association requesting she remove it but she requested a variance from the Board.  She was instructed to submit an Improvement Application and the Board will review her application at the June meeting.

Minutes Approved

The Minutes of the previous Board of Trustees April meeting were approved with no changes.


 


Landscape Committee Report – Bruce Rankin updated the Board about the landscaping plans at the end of Eagle Ridge Drive.  A meeting has been scheduled with Judy Boyko, West Chester Township Administrator, to see if the Association can get some financial assistance from the Township.  The committee is also looking at transitioning some of the common areas that are currently being mowed to an un-mowed, natural area. They also want to develop an over-all landscaping plan for Beckett Ridge and a tree plan for the common areas.


 


Brickman – Tony Wilson gave the report. He updated the Board on previously approved projects, reviewed the monthly maintenance calendar and presented the Board with several proposals. Mowing is behind due to the rain. The summer annuals have been installed and the heavy pruning will begin in 2-3 weeks. The Board reviewed the proposals and approved all with the exception of the drainage issue behind Rupp Farm. The Board felt they needed to have an engineer look at the problem before any money is spent. The Board reviewed a proposal from Brickman to maintain the common areas around Mill Creek and Deer Run.


 


Architectural Review


Nine new applications were submitted. All were approved.  The Board also approved one application that had been tabled from the April meeting.


Managers Report - Debi Perkins - the Board reviewed the current Management Report

Financial

The Board reviewed and approved the current cash statement and delinquent status report. As of May 11, 2010 the delinquency amount was $70,780.58. This represents 6.18% of the total Beckett Ridge membership. The Board agreed to send letters to 103 owners who owe the Association informing them that they must pay their accounts in full or the Board will take further action including  possible legal action.


 


Phone Log


The Board reviewed the phone and email log from Towne Properties.


 


Old Business

A. Revised HOA – Rules and Regulations/Covenants – Burt Young updated the Board on his meetings with the owners and Boards of the sub-associations. Reaction continues to be positive.

 


New Business

 


A. Sheds, Arbors and Other Freestanding Structures - The Board reviewed two previously submitted Improvement Applications, one for an arbor and one for a shed. Members of the Board visited the owners who had submitted the applications to discuss their plans. They requested that each owner obtain signatures from their neighbors approving the installation of the arbor and the shed and re-submit their applications. The Board reviewed each re-submitted application and unanimously approved the arbor. The shed was approved with a majority vote of the Board with two members voting no.


 


B. Asphalt Bids for Walking Path – The Board reviewed three (3) bids for asphalt repairs and sealcoating of the walking path along the Boulevard. The Board approved the bid from TowneScapes. The work will be done sometime in the summer.


 


C. Creek Clean-up behind Stirrup Court


Brickman submitted a proposal for removing the large pine tree that was cut down in a yard on Stirrup Court and was dumped in the creek behind the house. The Board agreed to the proposal and approved having the clean-up charges added to the Association account of the owner.


 


D. Low Hanging Branches


An owner on Leaf Back has requested the Association intervene with an owner on Pine Valley who has a tree with limbs that are low-hanging. Although the Association has sent a letter to the owner nothing has been done. A complaint was filed with West Chester Township to see if they can assist with getting the limbs trimmed back.


 


E. VC 4 Playground


The Board will start getting costs for new benches and trash cans for this playground.

There being no further business to come before the Board, the general meeting was adjourned at 9:45 p.m.

The next Board of Trustees Meeting will be held on Tuesday, June 15, 2010 at 6:30 p.m. at Tri-County Baptist Church.
