Beckett Ridge HOA Board Meeting
August 17, 2010, 6:30 p.m. at Tri County Baptist Church Meeting Minutes
Call to Order
Dennis Bender called the meeting to order at 6:30 p.m. Board Members present were Dennis Bender, Dave Burling, George Hulsizer, Debbie Olszowka, Sharon Palm, and Burt Young. Terri McGill-Wong was absent with notice. Representatives from Towne Properties and Brickman were also in attendance. Jim Matre, the Association's legal counsel also attended the meeting.
Homeowner Requests/Concerns
Karen Zisler shared with the Board a mock-up of a multi-page, color, community booklet that would include advertising, coupons, informational articles, etc. Her plan is to solicit advertising from local businesses to offset the production costs. She would be responsible for all costs associated with the mailer. Her current plan is to mail out the booklet six times a year with the initial mailing done in November/December.
She asked the Board if she could use the BR logo on the front and include information about the Association and the Board. She also asked about obtaining the mailing list of all Beckett Ridge owners. Although the Board had no problem with her using the BR logo they did not feel comfortable sharing the mailing list. They told Ms. Zisler they would check with the HOA attorney about the list and get back to her with their decision.
Minutes
The Minutes of the Board of Trustees July meeting were approved with no changes.
Brickman
Bob Wilson gave the report. He reviewed the monthly maintenance calendar and presented the Board with proposals one proposal to remove some of the landscaping at the end of Shepherd's Lane. Several residents from Shepherd's Farm II have complained that their line of sight on Beckett Ridge Boulevard is blocked by the landscaping. The Board approved the proposal.
Landscape Committee Report
Bruce Rankin gave the report. The committee is planning another meeting soon. Bruce presented the irrigation bids submitted by Brickman and Agriscapes for the area at the end of Eagle Ridge and Lakota West Drive. The estimated cost for this project is $9,000. After reviewing both bids, the Board accepted the bid from Brickman which was $700.00 cheaper than the other bid. Bruce told the Board the next focus for irrigation will be at Four Corners (Eagle Ridge and BR Boulevard).
Architectural Review
Four new application were submitted. One bid for a storage shed was tabled until the September meeting. Three applications for fences were approved, all with the stipulation they must be split-rail fences and no other type of fence.
Managers Report
Debi Perkins - the Board reviewed the current Management Report Financial The Board reviewed and approved the current cash statement and delinquent status report. As of August 10, 2010 the delinquency amount was $54,815.17.
The Board reviewed the August delinquency report and discussed the Association's legal options with their attorney, Jim Matre. It was agreed that the Association will pursue those owners who are delinquent via the court system since efforts to collect without legal action have been unsuccessful. Any and all legal fees will be added to the owners' account who will be responsible for payment along with the past due assessments.
Phone Log
The Board reviewed the phone and email log from Towne Properties.
Old Business
A. Revised HOA
Rules and Regulations/Covenants – Jim Matre announced to the Board that the vote to amend the Code of Regulations had passed. Those voting no was less than 2% of the total membership. The next step is to record with Butler County the amended Regulations which will be done within the next few weeks.
B. Vision Committee
Dave Burling told the Board that members of the committee have been going door-to-door dropping off surveys and the new Beckett Ridge brochure.
C. Upgrades to VC4 - Saratoga Farms
The Board reviewed the costs for replacing the two trash cans, bench and picnic table at VC4. The Board chose dark green as the color for the new items. Recreations Outlet will also submit a bid for the items which will be sent to the Board via email for a final decision on cost and vendor.
New Business
A. Shed on Ashford Glen
The Board reviewed the correspondence sent to this owner about their shed. To date no communication has been received from the owner. Towne will send a second letter to the owner.
B. Culvert Repair on Woodcliff
Burt Young updated the Board on a serious culvert repair that is needed on Woodcliff. This pipe runs under the road and the concrete wall is beginning to deteriorate. The road is structurally safe but the problem cannot be ignored. He has met with representatives from the Township as well as one contractor on what needs to be done. He will meet with two other contractors and solicit bids for presentation to the Board in September.
C. Zoning Hearing
Burt Young told the Board about a zoning hearing that had been held regarding a zoning variance request from an owner on Crossbridge. The request was approved as there was no objection from the HOA. This particular owner has submitted an Improvement Application and had received approval from the Board prior to his zoning permit filing. West Chester Zoning suggested that they work with the Beckett Board in a program educating owners that they must have Association approval on their project before filing for their zoning permit. Burt Young volunteered to work the Township on this program.
Adjournment
There being no further business to come before the Board, the general meeting was adjourned at 9:05 p.m.
Next Meeting
The next Board of Trustees Meeting will be held on Tuesday, September 21, 2010 at 6:30 p.m. at Tri-County Baptist Church.
